I don't know what you're showing us... Caterpillars, perhaps? I kept the
Cup Moth caterpillar on my Angophora, knowing that it would do little in the way of real damage, and I've seen severe caterpillar infestations in field-grown Eucs lead to brilliant ramification and small leaf size. I have yet to investigate that path...
Are they those insect larvae that make twiggy little mobile homes on their back?

BTW, what is the shrub that you are showing us? Tea Tree (Leptospermum), Melaleuca or Thryptomine, maybe?
