It would be a lot of work to trace back the roots to where they are feeding and then remove them intact....hmmm...but as you say its going to erode into the ocean and be killed....I'd try removing it and fixing the retaining wall after you finish work.

But you have to build a custom grow box for the tree...take a tape measure out and find out how large the box should be.
Take a few potato sacks, spaghnum moss, and water for the tree.

Or you could pack the base with spaghnum moss and rooting hormone and hope it grows roots....then those larger ones could be cut in 3-6 months....may take years....

The tree will die either way but its worth a shot...
