Some elms are sensitive to spraying, as are some maples. I've had issues with pyrethrin-based sprays and tridents...
Best thing to do isn't to dilute one that's already proven to be bad, but swithc to one that isn't. Try a sample spraying of a small section of the infested tree. See if the plant has issue with the spray, if it does, find another pesticide. A numer of them will do away with those leafhoppers.
