I used some Squirrel-Away (not its real name. I can't recall it came in a 1 qt milk-type carton) but the main ingredient was cayenne pepper. I have seen other products that use this too, so you might try some on the soil surface. Disturbs the sensitive olfactaries of burrowing beasties.

Juliet-of-Oz here uses garlic, too I think. Season to taste.
