We need to know what kind of tree it is, how long you have had it, whether it is indoors or outdoors, sun or shade (or what proportion of sun and shade), whether you let it dry slightly in between waterings.

The white powder stuff could be a mildew, or it could maybe be the minerals or salts from your water, or a fertilizer that has been used.
