I believe you will need to jin it because it is likely dead by now. When you take all the green off a branch that will positively kill that branch. Sometimes new growth will start at the bottom of the branch but that doesn't seem to be happening here.
Also, I would consider tilting this tree to a cascade position since the base is curved to the left and looks like it could support a cascade.
