Seems to me that this is a tree in desperate need of some good hard decisions. Right now, I'm not sure quite what it's trying to do, where it's trying to go, or what it's trying to be.

From the picture shown, I can't tell how much potential the lower trunk has. You say it's had some initially styling, so I assume you're not looking to hack off 75% of it. But I think you need to figure out where you're going with this one before we can be of much help.
