Hmmm...

There could be a couple things at work:

1) Maybe Europe doesn't have a multibillion dollar citrus agrobusiness that together with the forestry industry pays lobbyists millions to influence policies with respect to influence import/export issues...

2) or, it might also be a climate issue. Maybe the countries in Europe that are most affected have temperate zones that present barriers to naturalization (like a harsh winter or something). The US is pretty big and it seems possible that pests could migrate and overwinter in another part of the country or state.
