This is "Urban Yamadori" , he collected this from his yard during a landscaping overhaul, rather than toss it, he potted it up.
Ah! That answers that!
As for what to do with it? I don't have the foggiest. Between the trunkline problems and the reverse taper, this one is a real problem tree.
If it were mine, I'd sneak over the fence and plant it in my neighbor's yard while he was on vacation.
