Hi Adrian,

By "red maple" do you mean Acer palmatum?

A heathy, vigorous Japanese maple with a strong root system will bud back vigorously when pruned hard. It's hard to say for certain without seeing pictures, but the best bet is probably to get this thing strong and healthy, and only then try to get it to bud back.
