Anyone who disagrees with any of the rules definitely should not enter. As it happens this particular rule is neither new nor unusual:
It was included in both the 2005 Styling contest and the 2005 Articles Contest. (You can find the past contests
here )
Also, I am sure you would find a similar wording in most any contest, e.g.
World Bonsai Contest
