Some pines turn dull in color during the winter. Up here, Eastern White Pine (Pinus strobus) turns a dull green in winter but turns bright green in the spring.
The yellowish color might be from a lack of iron?
I'd say go ahead and collect it if you can just lift it without cutting back on any roots. At least from my experience pines don't like to have their roots cut back much when first collected. This one might be sort of on the edge, too, growing in a stressful environment, so you want to give it every chance you can.
