I'm afraid a yellow and dry juniper is a dead juniper. Actually it has probably been dead for a while and is just now showing the signs of it. They will stay green for a long time after the roots die, just like Christmas trees do. It's hard to say what did it in. The biggest mistake people make is trying to grow these inside the house.
