They aren't the same, there are different strengths. You may want to search "rooting hormones" and read the threads that show up.

I was dipping my little cuttings in hormone powder, but since it didn't seem to stick, I dipped them in water first and then powder. Which gave them too much powder and killed them all.

(Okay, so it ISN'T like dipping a chicken in flour before frying it!)

Different strengths work for different species, too. So aside from the powder/liquid sort of decision, there is a strength issue. And some have fungicides and some don't.
