Unfortunately, Junipers will remain green in color long after they have died.

I know it's rather basic, but all trees are outdoor trees. It's just that some adapt to
indoor conditions better than others. The Juniper, however, is not one of them.
In your area of the country, the Juniper should spend all its time outdoors. Having said that, try the "scratch test." Use your finger nail and make a scratch
somewhere on the trunk. If it's still alive, you'll see some green where you scratch.
If not, then it's probably too late. However, I think I'd stick it outdoors anyway just to see what happens.
