Zone info would be especially helpful regarding this overwintering question. The tree won't open more buds than it can support, so prune it before it breaks dormancy.

Pruning this early (now) might trigger a second flush of foliage, and that growth will be weaker.

I am pretty sure, in any case, that maples are on the postentry quarantine list when exported from Japan to US.
