I would try a dishsoap/water mix and if that doesn't work try Neem Oil. I've read that you can handpick them or dab them with a Q-Tip dipped in alcohol as well. There are a lot of threads on this subject if you do a search you'll find plenty of information. As I recall Mr. Carl Rosner has a good mixture here somewhere but I can't find it. Good Luck and avoid chemicals if you can your tree will appreciate it!
