Yes, any plant commonly used as a hedge can be cut back very hard. Same goes for privet, olive, cotoneaster, pyracantha, boxwood, etc.

About the only concern is to make sure that there is time for the new growth to harden off before frost. For very heavy headback (cutting back to no foliage) it's best to do it just before the plant breaks dormancy, which for many azaleas is late spring to mid summer (during flowering)
