Hmm, skinny shimpaku- no taper, lot's of branches. Suggest bringing the tree down on itself ( essentially tying in a knot- sort of) to a height of 5-6"- don't prune anything except the branches that inhibit the contortion. reduce foliage by 75-80%. In spring add shari and jin, wire branches to form basic structure. Shohin, no problem (even with the new California rules.....
