Not really that much content in there yet, but as a website it works. The layout is clear and concise which allows for comfortable navigation. The design is pretty light, not too many superfluous graphics, which keeps loading times down, it does have it's own style though. I do think the section headers would work better in bold, as you have for the word "Organization" in the "Non-Spanish Links" section (which is the only place were you seem to break out of you normal non-bold style).

Otherwise, personally I hate "Under construction" sign, for the simple reason, that any good website is always under construction. Content needs to be fresh, if you allow it to settle for too long, people will not come back.

Also from a marketing stand-point it is better to introduce the new site, when all the content is in there. People who visit now, will see a (mostly) empty site, and not many will be back regularily to check for updates, if they haven't found anything on their first visit.

All in all, certainly not bad, and for bonsai-website purposes, better than a lot of sites that are out there. Tells us when you're ready to go public with it...
