Mmm. Let's see, you are in NY, are any other trees losing their leaves? You didn't give too much detail about how your relatives took care of the tree other than the intimation that they didn't water it. Your tree may have gone dormant for the winter. I would not expect a new flush of leaves at this time of year from any decidious trees. If it did, I would be worried about how the next cold snap would affect the tree. Let it go for the winter, protect as you normally would and see what happens next spring. Good luck.
