One of my favorite systemics is something called Cygon. I mix 2 tsp to a gallon of water and spray everything with it. (Fukien Teas included) It is great against scale and other pests such as mites, aphids, etc..... also use it for girdle bugs (not sure of the correct name of that pest) on my junipers. Generally every few weeks through the growing season down here. I switch off with other things now and then to avoid imunizing the bugs against it.
I know that Cygon is not sold in North Carolina so it is not available everywhere. We have places here that sell professional pest control products to the public. ONe is called "The Bug Depot" One is called "Pest control General". I don't know if this product is sold in GA or not but you might ask at a garden center. Home Depot never has it though. Try a non chain nursery center.
