too late?

is it too late to defoliate my chinese elm? if so, when should this be done? if it is now too late, how should this be done? i have never had good luck with this species except for this one that i have had about a year now. the reason for asking is i am wondering if i should do the whole tree or just the inside areas where the leaves aren't getting as much light. either way, i do not want to damage the tree which i why i humble myself and ask rather than make a hasty/costly mistake with one of my favorite trees.
