Cute little guy. I haven't a clue about the Neem but Treebay usually knows what he is talking about. Otherwise, I would advise spraying with carbaryl (Sevin). I do not usually advise using a "hard" chemical but all I have listed for use on grasshoppers is carbaryl or malathion. Trials done by different universities have leaned toward the carbaryl. If you do use the carbaryl, be sure to use it when there are not a lot of bees around (i.e., early in the morning) because this stuff is highly toxic to bees and there is a shortage of bees already. Not a good thing for fruit growers, if you follow.
