So close to the soil line; why not ground layer it?
Cut a notch in a plastic pot so the branch can slide in and remain covered.
Set the pot on top of your current pot's soil top. Are you with me here?
Nick the branch here and there. Slap some hormone powder on it. Wrap some spaggy moss around it. Fill the rest of the pot with soil and wait it out.
Mulching the pot for winter would complete the job.

That is down the road though, after your current root trama is over.
