It needs to be planted out to add a little size. In the ground ideally. If you do this, in as little as 3 years, you will have an elm capable of becoming a nice shohin. Just put it in an area where it will be protected, get full sun, and let it grow wild. If you can't put it in the ground, then the next best thing would be a grow box. Do a search on this site to get an idea of what I am talking about. Of course in a grow box it will take longer.
Pruning should not be a consideration at this time, it needs to grow unrestricted to put girth and taper into the trunk.
