I mean three complete growing seasons, two and a half if you repot in summer. My real gauge is you check the bottom of the planter, if you have roots starting to show through the bottom, hear and there, you let it grow another season. If there are a lot of roots growing through the bottom you can repot it next season or in the current season if it is not the same year it was potted before. This varys according to tree species. Pines definately take the three full years, Maples sometime a year and a half.
